It was a confusing day, today the Wednesday. Surely, a number of questions without any logic or logic par excellence had to be answered. But did I find any solution? There was surely a debatable subject. She stated “nobody is perfect & No one is Correct!'. Is that so? Shadow of doubt on humanity and matter.  What are the traits that underlie this concept? Who is a perfect man? The man who know the truth or the man who abide by the rules of the Universe.  Our perception is limited; reality is not always what it really is.  What Iam trying to find out is the simplest answer to a question.  Is there any truth in all that happens outside of our perception? Well I know, this could take me to the answer that I wanted very badly.

There are some cases that are perfect. The perfect human understands his reality. All that we perceive out of our conscience is just applied excellence. No one is born excellent. Some are born closer to and I believe most can be excellent. To think of being perfect or otherwise is something unnatural, and by doing that we misperceive the reality of matter. There is always an underlying matter of science that explains our relation with this world.  How we learn is all connected to how we perceive and how we interact with everything that we come across.  We need to build ourselves to a point where we are clear about the aesthetics of our soul. Thus we learn to deal with any situation and we understand the inside out and outside in.  There is some utility in digging our heels. Does that seem to be an unwarranted conclusion? For sacred histories, there are limits off course.

Agrarian Crisis In Amarawati...The Malkapur Context

Amarwati  is one of the 11 districts of Vidarbha region which is notoriously known for farmer suicides. It has been experiencing a distress situation in agriculture over the last decade and has been identified as one of the 6 districts where a special package to alleviate agricultural distress was launched by the Government of Maharashtra in the year 2005. But despite all these efforts the district has remained in the very same position through out these years, the reason for which could be attributed to the lack of natural resource management.

Malkapur is a small tribal hamlet located towards the north of Amarawati district which has its vicinity to major townships like Parathwada, Amarawati, Badnera and Chikaldhara Malkapur and the surrounding villages are critically affected by the agrarian crisis the reasons for which are as listed under:
1.    Poor soil in quantity and quality
2.    Debts forced on the farmers by the middlemen.
3.    Extreme weather variability expected (IPCC, 2010) which can lead to droughts.
4.    Poor education levels, both general and agricultural levels.
5.    Lack of market linkages
6.    Lack of storage facilities
7.    Lack of saving mentality
8.    Above all, lack of natural resource management

There is an old saying in Marathi “farmer take birth in debt and die in the same condition”. This was the position of farmers before independence and it still continue after 60 years of independence. Farmers of Malkapur and its neighboring villages still remain in poverty. The farmers commit suicide due to the fear of pressure from the money lenders. Their economic condition in many cases changes to such an extent that the farmers are unable to face the society. In this situation of loneliness and in absence of any institutional or social mechanism to fall back upon, farmers are forced to commit suicide.

Agrarian crisis in India...The Vidarbha Context

Agriculture is one of the strong holds of the Indian Economy which provides the principal means of livelihood for over 60% of India’s population. As being stated by the economic data of financial year 2009-2010, agriculture accounts for 14.6 per cent of the country's gross domestic product (GDP) and 10.23 per cent (provisional) of the total exports. The agriculture sector of India has occupied almost 43 percent of India's geographical area. Agriculture remains the largest economic sector in the country despite a steady decline in its share to the gross domestic product (GDP).

But recently, the low growth rates under the sector and ascend of an agrarian crisis in several parts of the country had posed a threat to the national food security as well as the economic well being of the country. In 1947 the share of Agriculture in total GDP was 50%. Gradually it declined and has now come down to about 20%. The Indian agriculture is in a state of crisis, the reasons for which are manifold attributing it to the nature of the economic strategy, various technological, ecological and weather related issues.

Agrarian crisis has become so critical in the recent years that farmers in certain parts of the country have directed themselves to committing suicide. The worst position of the farmers in the country is in Vidarbha region.  Vidarbha region comprises of 11 districts of Maharashtra which includes Buldana, Washim, Akola, Yavatmal, Chandrapur,Gadchiroli, Gondiya,Bhandara, Nagpur, Wardha and Amarawati. These districts are prone drought prone and are characterized by consequent crop losses.

Vidarbha region is characterized by very poorly drained soil depleted of fertility due to mono-culture which has lead to repeated crop failures.

The Radhakrishna Committee Report based on the “Report of the Expert Group on agricultural indebtness” submitted to the Ministry of Finance, Govt. of India reveals that stagnation in agriculture, marketing risks, collapse in extension system, growing institutional vacuum, and lack of livelihood opportunities besides agricultural indebtedness are the primary caused for farmer suicides in Vidarbha.

The report ‘’ Regional Disparities and Rural Distress in Maharashtra with particular reference to Vidarbha’’ submitted to the Planning Commission, Govt. of India by the fact finding team on Vidarbha reveal that there was a complete breakdown of coping mechanisms in rain-fed areas where substantial loans were taken from informal sources at high interest rates in a scenario were returns were not assured due to vagaries of both monsoons as well as markets.
